In the first issue: Measures to empower and engage youth to prevent armed violence and insecurity to African nations, Is the issue concerning African nations, countries in the MENA or MEDC”s? Are we permitted to address the issue through smaller different steps although the main step is empowering youth?

This is specific to the violence in African nations, which have very specific ROOT CAUSES linked to colonialism, poor governance, natural disasters and tribal differences!
Is the first issue: Measures to empower and engage youth to prevent armed violence and insecurity; only limited to African nations, MEDCs or most nations? Are we allowed to address the issue through other smaller steps while still kepping the main step as empowering youth?

Breaking your solution down to smaller steps is the ONLY way to make this “global law” or resolution usable. the idea is once you persuade your committee to vote for your resolution (hopefully you are successful in this!) all the countries can follow your resolution easily to make it happen!
